Both the Tower and Terror and the Giant Drop are using the same tower, which means 2 sides of the tower are meant for the Giant Drop while the other side of the tower belongs to the Tower of Terror.
The Giant Drop - Fast Facts:

The tallest free-falling ride in the world at 120metres (39 storeys) high.
SEATING
Riders' legs dangle freely from the open air 8-seat gondolas.
STRUCTURAL
The Giant Drop shares the tower that supports the Tower of Terror.
